The official rules and regulations governing competitive blushtika in Syldavia, as codified by the National Cultural Movements Commission (NCMC), Office of Choreographic Standardisation, in coordination with the ZFSS–NCMC Joint Commission for Competitive Folk Dance.
Institutional Framework
The National Cultural Movements Commission (NCMC) holds exclusive authority over competitive blushtika in the Kingdom. The NCMC operates autonomously while maintaining formal coordination with:
- ZFSS–NCMC Joint Commission for Competitive Folk Dance (Komisja Zhointna ZFSS–NCMC) — calendar harmonisation with other national sports, coordination of betting supervision via KZP, and representation in international folk dance federations
The ZFSS–NCMC Joint Commission designates a permanent liaison to the NCMC Competition Board, ensuring alignment with broader sports policy without interfering in competition operations.
Competition Framework
Competitive blushtika operates under a unified regulatory framework established by the NCMC and administered at regional and local levels by accredited technical commissions.

Registration and Eligibility
- All competing couples must be formally declared and registered with the NCMC or an accredited regional authority
- Mixed-gender partnership is mandatory; same-gender couples are not currently permitted in official competition
- School affiliation is required at Grand Circuit and National levels
- Couples must hold valid licences appropriate to their competition tier
Couple Documentation
All registered couples must be identifiable through official documentation.

Performance Standards
Programme Structure
Each performance consists of a declared programme with a stated theme. Themes must be submitted to the Technical Panel no later than 72 hours before competition. Approved theme categories include: Traditional Narrative, Historical Episode, Pastoral Scene, and Abstract Interpretation. Themes deemed politically sensitive or in poor taste may be rejected without appeal.
Music Requirements
- Duration: minimum 2:30, maximum 4:00 (Grand Circuit/National); minimum 2:00, maximum 3:30 (Regional/Local)
- Music must be selected from the NCMC Approved Music Catalogue or submitted for approval 14 days prior to competition
- Vocals permitted only in Syldavian or recognised folk languages; lyrics must align with declared theme
- Tempo changes limited to two per programme; abrupt tempo shifts result in deduction
- Backup audio file required; failure to provide results in performance cancellation
Costume Requirements
- Costumes must conform to NCMC Traditional Dress Standards (TDS-1978)
- Male competitors: fez, embroidered vest, sash, traditional trousers, regulation footwear
- Female competitors: headscarf or traditional headdress, embroidered bodice, full skirt, apron (optional), regulation footwear
- Decorative elements must not obscure required garments or impede movement
- Reflective materials, electronic components, and commercial branding prohibited
- Costume approval required 48 hours before competition; modifications after approval result in penalty
Figures and Movements
Only officially authorised figures from the NCMC Codex may be performed. Innovation within established frameworks is permitted; unsanctioned variations result in penalties.
Official Figures (BF-1 to BF-7)
All competitors must demonstrate mastery of the seven codified figures. Execution of non-authorised figures results in automatic penalty.

Dress Code
Prescribed costumes must be worn at all times. The fez, where required by tier regulations, must remain in place throughout the performance. Loss of the fez constitutes a major incident.
Judging Criteria
Performances are assessed on:
- Technical precision and control
- Artistic expression and interpretation
- Couple coordination and synchronisation
- Adherence to stylistic codes
- Ritual observance (entry and closing ceremonies)
Scoring and Classification
Each performance is scored by a panel of five judges. The highest and lowest scores are discarded; the remaining three are averaged to produce the final score.

Season standings are determined by cumulative points. Tiebreakers (in order): number of victories, average score, head-to-head record.
Disciplinary Provisions
The NCMC Disciplinary Panel oversees all matters relating to conduct, costume violations, and competitive integrity. Penalties range from point deductions to disqualification and licence suspension.
Betting Regulation
Wagering on blushtika is permitted at Grand Circuit level only. The Kancelaria Za Pari (KZP) offers odds on podium outcomes; individual performance scores are not subject to betting. Competitors, coaches, and judges are prohibited from placing bets on any Grand Circuit event.
Media Obligations
Applies to Grand Circuit, National, and Regional tiers only. Local competitions exempt from Figurini Panikni obligations.
Local Tier Photo Requirements
Photographs must be taken during an actual performance (posed portraits not accepted). Smartphone snapshots are permitted provided both dancers are clearly identifiable and in frame. Organisers may reject non-compliant submissions.
Figurini Panikni (Grand Circuit, National, Regional)
- Couples selected for official presentation (spotlight couples) must participate in the annual Figurini Panikni portrait session
- Selection is determined by the NCMC Technical Panel based on competitive performance, consistency, and stylistic compliance
- Likeness rights for official NCMC albums, stickers, and collectibles granted upon selection
- Schools must release selected couples for photography as scheduled by NCMC Media Office
- Refusal to participate subject to fine (minimum 50,000 Khors per missed session)
